Residents of Mongolia cannot legally bet. Mongolian speakers living abroad can legally bet in most jurisdictions, subject to the local law of wherever they actually live.
What the 2025 law actually says
The Parliament of Mongolia (the State Great Khural) passed amendments to the Law on Licensing in March 2025. The amendments:
- Prohibit all paid predictions, betting, and online gambling
- Classify organising or facilitating paid betting as a criminal offence
- Target payment accounts, virtual assets, and telecom numbers used to access gambling services
- Require internet service providers to block offshore gambling sites
- Impose penalties ranging from fines and community service to imprisonment of 6 months to 3 years
If you live abroad
If you are a Mongolian citizen or speaker living outside Mongolia, the law of your country of residence governs your betting, not Mongolian law.
