The German regulatory framework
Germany's Interstate Treaty on Gambling (Glücksspielstaatsvertrag, GlüStV) came into force in July 2021. It licenses individual sports betting operators through the Regulatory Authority for Gambling (Gemeinsame Glücksspielbehörde der Länder). Licensed German operators include bet365 (bet365.de), Tipico, Interwetten, and a handful of others. Stake limits on these operators are around €1,000 per month for slots but higher for sports.
Offshore options
Unlicensed operators technically cannot market to German residents but are accessible. Using an offshore book from Germany is a grey area: not criminal for the player, not actively pursued by German tax authorities against individual bettors, but the operator cannot legally accept you. If the book voids your bet for licensing reasons, your recourse is limited.
Payment methods that work
Licensed German books accept SEPA transfers, Giropay, Sofort, cards, and PayPal (where allowed). Offshore books generally accept cards (often declined by German issuers), Skrill, Neteller, and crypto. Crypto is the most reliable path, same as for US diaspora. Deutsche Bank and N26 both allow crypto exchange transfers without friction.
Taxation
German residents pay no tax on gambling winnings as a rule; the operator is taxed instead. This holds for licensed German books. For offshore winnings, the legal position is ambiguous; consult a Steuerberater. Most individual diaspora bettors do not self-report offshore winnings and no one we have spoken to has been challenged on it, but we do not advise a specific approach.
The community
Berlin has the largest active Mongolian community in Germany, roughly 2,000 people. Mongolian language meetups are regular. A WhatsApp group shared among the Berlin community covers betting discussions during major football tournaments.
